Elko CAB backs streamlined Alternative 3 for elk subplans, urges local guardrails

The CAB discussed revisions to the statewide elk management plan and considered three alternatives: no action; a traditional, multi-year subplan process; and a streamlined Alternative 3 intended to allow quicker adoption of local population objectives. After public comment and staff explanations, the CAB voted to recommend support for Alternative 3.
"That being said, alternative 3 is direct evaluation of population objectives in the Elk State Management Plan," the chair said, framing the option as a faster path that could meet local needs in under a year. Travis Allen of the Nevada Department of Wildlife said Alternative 3 would still allow public process and stakeholder participation, not just numeric population targets: "Alternative 3 would allow, the language there is kept in such a way that it allows the public process and this process with this board to make... alternative suggestions."
Public commenters and CAB members emphasized that damage-compensation programs and mitigation funds must be usable by smaller landowners. A number cited roughly $2,100,000 as existing funding in the elk damage compensation account and urged better mechanisms to deploy those funds locally. Several members urged guardrails so population changes do not surprise permittees or landowners.
The CAB recorded a motion and voice vote recommending Alternative 3 to the department and State Wildlife Commission. The recommendation is advisory; any regulatory or statutory changes will proceed through the commission and, if required, the legislature.
