County agrees to pursue voluntary countywide source‑water protection plan with Resource Concepts

Resource Concepts (RCI) presented Nevada's Integrated Source Water Protection Program — a voluntary, nonregulatory initiative funded by the state's Bureau of Safe Drinking Water that provides technical assistance, mapping and plan development to protect public drinking‑water sources.
Allison Kramer of Resource Concepts described program components and said Elko County has about 111 active public water wells, eight active springs, 44 active public water systems and roughly 27 other systems not covered under the program. Kramer said RCI does most technical work (mapping, documentation, meeting agendas) and estimated county staff time at roughly two hours every three months during plan development. She asked the commission for a letter of support and permission for staff to join the local planning team.
Commissioners debated the value of a voluntary, countywide plan versus locally led wellhead efforts and the staff time commitment. After discussion and public comment, a motion to accept RCI's help and direct county staff to participate passed on a voice vote. Staff will work with RCI to develop a draft Elko County source‑water protection plan for later review and potential adoption.
