Gunnison County commissioners remand Lower Verzuh Ranch sketch plan back to Planning Commission

The Gunnison County Board of County Commissioners on July 28 voted to remand the Major Impact Sketch Plan application LUC-25-00004 (Lower Verzuh Ranch) to the county Planning Commission for further analysis and a clearer explanation of the basis for any recommendation.
Commissioner Elizabeth Smith moved to remand the application and Commissioner Jonathan Houck seconded; the motion carried unanimously. Earlier in the meeting Commissioner Houck said he did not think an additional public hearing would yield new information and preferred the Planning Commission conduct a deeper review that ties any recommendation to the county Land Use Resolution (LUR) standards. Chair Laura Puckett Daniels said she was hesitant to extend the process but agreed to proceed with remand after discussion.
County Attorney Matthew Hoyt advised the Board that, under the LUR, the Board must make a decision within 60 days of a Planning Commission recommendation and that period would need to account for any additional public hearing should the Board choose to schedule one. Planning Director Hillary Seminick told commissioners that a Planning Commission member who missed the original public hearing could listen to the full recording and decide whether they had sufficient information to participate in a later vote.
The Planning Commission was noted to meet on Aug. 6; commissioners said the BOCC could reconvene later in August with the Planning Commission’s refined analysis. Applicant Marcus Lock thanked the Board for their consideration following the vote.
The Board took no final action on the sketch plan itself at the special meeting; its formal decision will follow further Planning Commission analysis and any subsequent hearings or filings required by the LUR.
