Work session focuses on SPLOST/Tourism projects, Riverbend dock quotes, IPAWS alert proposal and payment portal

At the Aug. 25 work session county staff reviewed SPLOST/Tourism projects (dock, bathrooms, Welcome Center), discussed a text-alert upgrade via IPAWS, reviewed Riverbend dock quotes (staff recommended larger dock be competitively bid), and proposed a Caselle payment portal for utility and recycle-center payments.
During the Aug. 25 work session County Manager Thomas Weaver updated commissioners on staffing and operations: animal control staff received Level 1 certification, Water Department vacancies were filled, a tank valve was replaced and the system passed an EPD inspection, and public works crews were placing millings on Steeplechase.
Weaver and others discussed SPLOST and Tourism-funded capital proposals — a dock at Riverbend Park, restrooms at the King Street basketball court, and a Welcome Center at City Hall — and asked staff to develop cost estimates for discussion at a future work session. Mordie Askew reported that GLL Marine inspected the boat ramp for possible dredging and that he would follow up on pricing. Weaver told commissioners he would bring cost estimates back for the commission to consider.
The work session also included a request from Johnny Floyd to add a text-alert system (IPAWS integration with TextMyGov) as a voting item; commissioners agreed to place it on the Sept. 2 agenda. Staff also proposed adopting the Caselle payment portal to replace XpressBillPay for online payments (water bills, recycle center fees, adoption fees), which the board agreed to add to the upcoming agenda for approval.
Commissioners discussed road project priorities (Riverbend Road and Liberty Hill), including hybrid approaches that could use SPLOST, TSPLOST and LMIG funds; Commissioner Frost emphasized Liberty Hill's immediate needs and asked staff to prepare comparative cost estimates. The Riverbend dock quotes were described as sufficient to require a competitive bid due to the estimated cost; staff were asked to prepare bid documents if the commission wishes to pursue the larger dock option.
