County delegates authority to manager to complete Brush Creek roundabout land actions

Gunnison County commissioners on July 21 approved Resolution 2026-24 to delegate to the County Manager authority to negotiate and execute contracts, temporary and permanent easements, transfers of land and agreements necessary for the Brush Creek roundabout (Brush Creek RAB) that will serve as the Whetstone Project entrance and trail connector to Crested Butte.
County Manager Matthew Birnie explained staff has had a purchase contract in place since January 2023 and is working to clear a lien and complete required actions; because federal funding is involved the Board must reauthorize delegation consistent with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970. Assistant County Manager for Public Works Martin Schmidt told the Board temporary construction easements will need to be opened and closed as part of the work.
The resolution authorizes execution of documents for construction, temporary and permanent easements, financing agreements and related contracts, and ratifies past actions not expressly inconsistent with the resolution. The Board adopted Resolution 2026-24 by motion (Houck introduced; Smith seconded) and carried the motion unanimously.
