Board supports NAC language adding seasons and written-permission rule for shed-antler possession

The advisory board reviewed proposed changes to Nevada Administrative Code language that would create distinct seasons and definitions for shed-antler gathering and possession (proposed regulation 5.31). Jason Jackson outlined how the rule would require written permission for taking shed antlers on certain privately listed counties and said the changes were intended to clarify terminology and provide enforcement tools.
"If it's posted as per state statute requires, they are required now if this passes to have written permission from the landowner...we're going to treat it like state land, which should still fall under the closure," Jason Jackson said, describing the intent to treat unposted private lands as public for enforcement purposes. He and other board members described habitat damage and larger-scale commercial collecting—including nonresidents arriving early in the year, gathering and removing piles of sheds—as motivating the change.
Board members said the revised language aims to define what it means to "gather" and to possess sheds in the field and to provide clearer enforcement authority where previously staff lacked a case. The board moved to support regulation 5.31 and approved the motion by voice vote.
