Charter commission votes to put city manager proposal on November ballot

The Mount Vernon Charter Review Commission voted 8–7 to place a measure on the November 4, 2025 ballot proposing a transition to a City Manager–Council form of government, shifting administrative duties and dissolving the Board of Estimate and Contract.
Commissioner Brian Dwyer read a proposed ballot initiative that would place a question on the November 4, 2025 general election ballot to transition Mount Vernon from a Mayor–Council system to a City Manager–Council system effective Jan. 1, 2028. The proposal would establish a professionally trained City Manager appointed by council, reassign the mayor to a voting council member with ceremonial duties, and transfer budget and contract oversight to the city manager and council.
Kareen Bell seconded the motion. The commission conducted a roll-call vote and approved the motion with Yes: 8, No: 7. Counsel previously noted that outside professionals will assist in drafting final ballot wording.
