The resolution was moved and approved unanimously (3-0). City staff explained that consideration of the development agreement is part of the tax-abatement review process that involves both the Board and the City Council. The board's action authorizes the development agreement; further administrative steps associated with tax abatement and any council-level approvals were not detailed at the meeting.
