Prospect Heights board approves annual bill‑payment resolution to allow weekly voucher processing

Prospect Heights School District 23 on May 8 approved an Annual Bill Payment Resolution for fiscal year 2026 designed to allow the business office to issue weekly payments for routine obligations, rather than wait until monthly board meetings. Administrators said the change enables more timely payments while retaining board oversight through a scheduled rotation of board members responsible for weekly voucher review.
Assistant Superintendent for Finance and Operations Amy McPartlin presented the resolution and explained that bills under $10,000 or recurring obligations such as utilities, student transportation, food service, NSSEO, tuition and insurance would be eligible for authorized payment under the policy. The resolution requires the Chief School Business Official to provide board members with a proposed payment list by the Friday before payments issue and affords any board member until noon the following Tuesday to remove a bill for additional review.
The board approved the resolution by roll call after a motion from Tracey Morrissey, seconded by Brynn Nordmark, with all seven members voting aye. The measure also specifies that construction payments for summer projects may be processed under the resolution following the assigned board‑member review and vouchering procedures.
