During the July 30 Josephine County Board meeting, commissioners discussed potential supplemental-budget needs to bolster enforcement capacity in solid-waste and Community Development code or building-permit enforcement.
Chair Ron Smith and other commissioners noted that "the existing solid-waste enforcement workload could not reasonably be handled by one employee" and described recurring public concerns about code enforcement. The Board asked staff to identify positions that may have been omitted or reduced during the recent budget process, determine the funds affected, prepare current job descriptions, and evaluate operational need and available funding before initiating any supplemental-budget process.
Finance Director Matt Eide reviewed the supplemental-budget process, explaining that a supplemental budget affecting less than 10% of an individual fund may follow a more streamlined process but still requires public notice, Budget Committee involvement, and formal adoption by resolution. Commissioners emphasized they did not intend to open an unrestricted countywide supplemental request because that could increase costs, exceed statutory thresholds, and delay adoption.
No formal action was taken at the meeting on supplemental budgeting; commissioners left the matter for staff analysis and a future determination.
