Board approves HR position requisitions, SAIF payment and 3% non-union insurance contribution

Interim Human Resources Director Natalie Eckhardt-Doupe presented three position requisitions: add a Facilities Custodian (approved in the FY 2026–27 budget), refill a Juvenile Food Service Specialist I position vacating July 31, and add a part-time District Attorney Medicolegal Death Investigator (approved in the FY 2026–27 budget). Facilities Director Ryan Johnson said current staffing gaps left one employee primarily responsible for courthouse cleaning and that filling the custodian position is necessary to maintain operations and reduce burnout.
Ms. Eckhardt-Doupe also presented the annual SAIF workers' compensation invoice for $406,616.39, effective July 1, 2026, and recommended setting the non-union medical-insurance contribution increase before open enrollment. She noted the applicable union increases (AFSCME and Sergeants Association at 3.3%; LiUNA at 3.0%) and recommended parity for non-union employees. After discussion, Commissioner Gary L. Richardson moved to set the non-union contribution increase at 3.0%; the Board approved the requisitions, SAIF payment, and the 3.0% non-union contribution, each by unanimous vote.
