County schedules 2025 CDBG housing grant for public review; Home Bridging identified as proposed subrecipient

Wally Hicks and Helene Lulich presented the proposed 2025 Community Development Block Grant (CDBG) Housing Rehabilitation contract (#H25012). Staff said the program would continue to assist qualifying low‑income homeowners with essential repairs—emphasizing roofs, septic systems, wells and other health or safety work—and that more than 40 residents had already expressed interest in receiving application information once agreements are approved.
Home Bridging assisted with the grant application and is identified as the proposed subrecipient; Legal Counsel said the State must approve any subrecipient before the County can proceed. Counsel also noted the previously approved Business Oregon conflict‑of‑interest exception would apply to this grant unless Chad Hanson were elected to the Board, at which point a new exception likely would be required. The Board directed staff to place the grant contract and related Subrecipient Agreement on the August 5 Weekly Business Session agenda for public presentation and comment.
