Residents, builders press district to test Lake Clemencia for potable backup use

Bob Kyle and other speakers urged the district to move forward with testing and regulatory steps to convert Lake Clemencia's role from recreation to a potable-water supply in emergency conditions. Kyle said the board earlier directed staff to provide a process, timeline and cost, and that testing and process work showed little progress in six months: "Clementia solved 75% of your problem," he said, urging the district to file the application and perform testing.
Staff noted the department of water resources (DWR) had provided guidance that offered two potential regulatory paths and suggested the district could use Clemencia as an emergency source in a declared emergency. Members discussed whether the lake should be used for irrigation year-round or retained as a potable emergency resource, and concluded that a clarified strategy and an opinion from the state Department of Drinking Water would be required before committing to treatment and operational changes.
