City planner recommends keeping 10% rental cap after committee review

City Planner Lassonde presented the Steering Committee's review of City Code Chapter 151.18 at the April 7 work session and said the committee recommended keeping the 10% rental-cap "as is," adding code enforcement resources and subjecting short-term rentals to the cap. He said outreach included two virtual open houses (Oct–Nov 2024 and Feb–Mar 2025), an in-person open house on March 10, 2025, and a total of 141 respondents to surveys and engagement.
Lassonde summarized public comments as largely in favor of maintaining or reducing the cap, with concerns that higher concentrations of rentals could lead to declining property values, absentee landlords, maintenance neglect and higher tenant turnover. Council Member Whitlock asked whether VRBOs and other short-term rentals are inspected; Lassonde responded that they are "because they are rentals" and noted that rentals are checked as part of property sales.
Council Member Peterson questioned the breadth and veracity of the data and said he did "not think the research should be completed." City Administrator McCann said the committee is no longer willing to continue the study and the committee stands by its recommendations. Mayor Carlson recommended presenting the committee's final information at an upcoming Council meeting.
