Public Works Director Arnold reported bids for the City’s Water Meter Replacement Project (City Project No. 25-01 B) were opened March 11 and only one respondent — Ferguson Waterworks — submitted both a base bid and an alternate bid. The Council adopted Res. No. 35-25 accepting the alternate bid of $120 per installation for a $576,000 total, higher than the estimated $105 per installation.
Arnold said the alternate bid allows a single contractor to complete the entire project and that staff recommended approval to remain on schedule and address aging meters. Finance Director Ryan explained that residents would purchase meters and pay for installation through the City's permitting process, and that residents unable to pay up front could place the meter cost on their utility bills with 3-, 6- or 12-month payment plans. The motion passed 4–1 with Council Member Oachs voting no.
