The City Council approved the preliminary plat for Burnett’s Ravine Ridge No. 8, a request from the Steven Burnett Trust to annex 9.49 acres for 24 single-family lots, and adopted Ordinance No. 185 to zone the property R-1, One Family Dwelling. Community Development Director Fischer said the proposal conforms to the Comprehensive Plan’s Low-Density Residential guidance, and the Planning Commission recommended approval.
Several residents who live near Raymond Drive raised concerns during public comment about traffic and stormwater. Jennifer Houselog told the Council she and neighbors were worried that the subdivision would increase traffic because Raymond Drive is the only outlet for the neighborhood and suggested exploring speed-reduction options. Nathan Risto asked that the six-inch drainage pipe behind his property be replaced with a 15-inch pipe during construction after reporting repeated flooding behind his home.
Staff and Attorney Kennedy noted annexation timing constraints and that the City cannot construct off-city property until annexation occurs. The Planning Commission recommended staff reach out to Nicollet County to explore temporary construction access from Rockford Road; Council Member Oachs said she was interested in pursuing completion of Aspen Lane. The Council approved the preliminary plat by unanimous vote.
