Council OKs plans, accepts $1.768M low bid for Ringhofer Drive reconstruction

The North Mankato City Council on March 17 adopted Resolution No. 33-25 to order improvements and prepare plans for the 2025 Ringhofer Drive Street & Utility Improvement (Project No. 24-03 ABCDEF) and then accepted the project’s low bid under Res. No. 34-25. City Engineer Sarff told the Council the Port Authority is the only assessable property owner and would be assessed 20% of the project “as required by State Statute.”
Sarff reported six bids were received and Dirt Merchant submitted the low bid of $1,768,036.48, about 13% below the engineer’s estimate and 8% below the next lowest bid; staff recommended awarding the contract to Dirt Merchant. Council Member Whitlock moved to accept the bid and the motion passed unanimously. The adopted resolutions enable the City to assess property and to pursue financing via G.O. special assessment bonds if appropriate.
The decision moves the project into design and contracting; staff will return with final contract documents and a formal assessment schedule. No timeline for construction start was specified at the meeting.
