Planning commission backs waivers, forwards Kost Road 385-space trailer storage plan to supervisors

A developer told the Silver Spring Township Planning Commission on March 6 that it plans a 44-acre storage and depot facility on Kost Road with 385 trailer parking spaces, an accessory office and a maintenance building.
Engineer Mike Brinkash of Brinkash & Associates presented the preliminary plan and confirmed the proposal includes two service drives onto Kost Road and "a series of signs to direct traffic" toward Carlisle Pike, a point Township Manager Raymond Palmer had asked be clarified. The county planner, Steve Hoffman of the Cumberland County Planning Department, asked for clarity on a required landscaping strip along the parcel’s northern edge next to a mobile home park; Brinkash said the plan meets township requirements in that area.
Commissioners pressed on operations and community impacts. HRG engineer Aaron Moyer recommended additional landscaping on the northern side of the property. Commissioner Curt Helman and others raised questions about down-lighting hours and screening; Commissioner Doug McDonald said sound could be a larger concern than lighting if the facility operates around the clock. Mr. Scott Maldonado, lead land specialist, noted fencing is not required under current standards; owner Mark Simpson told the commission he would install fencing.
The Planning Commission voted to forward four waiver requests to the Board of Supervisors with recommendations for approval: SLDO 603.10 (marking of parking spaces and interior drives), SLDO 603.16 (interior landscaping), SLDO 603.22 (parking space size for large vehicles) and SLDO 604.02 (curb). On a Secary/McDonald motion the commission also forwarded the final plan to the Board of Supervisors with a recommendation for approval subject to outstanding staff and engineering comments.
Next steps: the Board of Supervisors will consider the waivers and the final plan at a future meeting; the Planning Commission record notes several unresolved details (hours of operation, lighting schedule and additional landscaping) that the Board or staff review may address.
