North Mankato adopts Page Avenue reconstruction assessments, awards low bid to Holtmeier

The North Mankato City Council on April 7 adopted assessments and accepted a low bid to reconstruct Page Avenue between Lake Street and Range Street as part of Project No. 24‑04 ABCDEF. City Engineer Sarff presented the project scope, which includes full sanitary sewer reconstruction, replacement of manholes and services, a new 8‑inch watermain with hydrants and valves, new storm sewer inlets and pipes, and street reconstruction with new bituminous pavement, curb, and gutter. Sarff reported an estimated total project cost of $3,009,100 (sanitary $421,600; watermain $490,500; storm $338,000; street and lights $1,759,000). Council adopted Res. No. 39‑25 (assessments) and Res. No. 40‑25 (accepting bid).
Sarff told the council there are 80 existing trees in the right‑of‑way and staff recommended removal of 56 based on size, species, and location. Residents at the public hearing asked about tree replacement and assessment amounts. Public Works Director Arnold said removed boulevard trees are replaced through the City's Boulevard Tree Program at no cost to the owner or, if the boulevard is too small, an owner may plant a tree behind the sidewalk and then take responsibility for it. City Administrator McCann explained the assessments can be added to property taxes for 15 years: "the assessment can be added for 15 years to your taxes, which would be an estimated increase of between $593.00 and $623.00 a year," he said.
The council reviewed assessment caps: properties benefiting only from street improvements would be assessed $7,600; properties with street and sewer or water $8,200; and properties with street plus both sewer and water $8,900. At the council meeting, six bids were listed for the project; the low bidder was Holtmeier Construction, Inc., with a bid of $2,408,483.04, which Sarff recommended the council to accept. Council Member Steiner moved and Council Member Whitlock seconded adoption of the resolutions; the vote was Peterson, Whitlock, Steiner, and Carlson aye, no nays.
Residents raised concerns about timing and staging: the 400 block work will not begin until after Fun Days in July and alley access will not be impacted, Sarff said. Minutes list public commenters on the project including Danielle Bollman (515 Page Avenue), Arlene Glaser (601 Center Street), Chris Goode (512 Sherman Street), and Chad Werth (433 Page Avenue). The minutes later list a "Danielle Bowman" at 515 Page Avenue; the record appears to show an inconsistent spelling of that commenter’s name.
