City staff outline $111,000 ballpark plan to upgrade permitting and finance software

A staff member told the council that the city's permitting and finance platforms are outdated and not well integrated and estimated a ballpark capital cost of $111,000 for a full-package upgrade covering the general ledger, procurement, accounts receivable/payable and personnel modules. "So that's why the 111,000 is just a ballpark figure because we have so many different sections," the staff member said, adding that integration would let permits and ledgers "speak to each other" and enable emailing bills and notifications to reduce mailing costs.
Assistant Finance Director Heidi Schmauer described the vendor modules and said the project is intended to reduce paper handling and increase customer visibility into account status. She said staff began exploring outsourced or cloud options about a year ago after compliance issues surfaced in the building department and that the rollout will require months of training and configuration. The board agreed to take the matter up at the next meeting and asked staff to provide refined estimates and documents for a planned workshop.
