Staff (speaker S4) said moving the position to county employment would cover PERS and health insurance costs and explained that the district had adjusted the budgeted technician line to reflect those costs. Staff added the county would hire the person but the district would participate in the hiring panel and day-to-day supervision would rest with the TV district. "So that now has changed to about $160,000," S4 said when detailing the outside-employee expense.
Technical staff (S5) described a 'series' concept to create a communications technician classification that could be used by the sheriff, fire protection district and other agencies so employees could transfer across departments as needs change; staff said Amanda Osborne, the county manager, had reviewed the approach favorably. Board members pressed about who would supervise the technician and what would happen if workload was low; staff replied the goal is to keep the person busy across county needs and to allow progression to communications supervisor over time.
The board voted to adopt the budget that includes the technician line and instructed staff to return with the finalized job series and hiring plan for future approval.
