Commission debates prevention tiers and limits on preference points in next Children's Fund RFP

A substantial portion of the Aug. 6 meeting focused on whether the next Sacramento Children's Fund RFP should give preference to programs operating at secondary or tertiary prevention levels rather than primarily funding upstream (primary-prevention) programming.
Vice Chair Lillian Ghaffari and others advocated adding screening language so the RFP could identify whether applicants serve youth who are "actively experiencing homelessness" or "actively addicted to substances." Ghaffari described a public-health prevention model and argued for intentional language to reach youth in crisis.
Staff cautioned commissioners against elevating a single prevention level above others without altering the council-adopted Strategic Investment Plan. "I don't foresee that we'll be able to give a weighted score to any one of those levels of prevention because the council adopted SIP recommends them all," staff said. Commissioners discussed alternative approaches, including collecting program-level prevention information for evaluation rather than assigning automatic preference points.
Ending: Commissioners asked staff to consult with the city attorney and the evaluator about feasible ways to capture program prevention level and to propose options that align with the SIP and legal constraints.
