Commission backs adding a standalone “priority populations” scoring category to next Sacramento Children’s Fund RFP

Chair Gina Richardson convened the Sacramento Children's Fund Planning & Oversight Commission on Aug. 6 and the body agreed to advance staff-drafted language to create a separate "priority populations and equitable reach" scoring category for the next RFP.
Commissioner Nicole Kravitz Wirtz, who led the presentation, said the new category would require applicants to describe whom they serve and how they reach youth not already connected to services. Kravitz Wirtz proposed devoting 20 of the prior 50 program-design points to the priority-populations category to ensure the RFP explicitly measures reach to the youth most affected by poverty, trauma and violence. "It just allows applicants to take some real time in writing to delineate who they're serving," she told commissioners.
Several commissioners voiced support for the change as a first step toward refining the RFP. Vice Chair Lillian Ghaffari said the shift would help ensure funds reach youth "who are actively experiencing substance use or homelessness or mental health crises." Chair Richardson asked staff to incorporate commissioner feedback into draft RFP language and return with options before release.
The commission did not adopt final scoring thresholds at the meeting; staff said they will test proposed changes with the city attorney and the council-adopted Strategic Investment Plan before finalizing the RFP. The commission is slated to reconvene and review additional materials, including an evaluator's report, in upcoming meetings.
Ending: Commissioners agreed broadly to move forward with drafting priority-population language and directed staff to return with legal and scoring guidance prior to issuing the next RFP.
