Architects flag structural margins, recommend snow mitigation as board weighs renovation vs. rebuild

During the Aug. 4 work session, architects and structural consultants raised safety and structural concerns tied to the West Elementary building’s age and configuration. The structural review flagged columns and beams near taller multipurpose volumes as operating close to or beyond acceptable margins under current code.
"When he ran these numbers, he said... some of these columns, some of these beams that are like margin of error... they're past or they're beyond what he would consider, margin of error," Ron Olson of JLG Architects said, describing why leaving the building unchanged would necessitate a snow-mitigation procedure and, for some renovation options, significant structural upgrades. Olson and other presenters said targeted mitigation — including roof snow plans and selected structural reinforcement — could reduce immediate risk, but that a full renovation would still trigger complex accessibility, fire separation and asbestos-abatement work that increases cost and schedule risk.
Staff said they are drafting an Emergency Operations Plan addendum to address snow mitigation and expect that plan to be available by November; they also urged the board to weigh the operational disruption of living through a large renovation versus the higher up-front cost of replacement.
