City manager outlines Lewis Lane boundary clarification with Parker; council backs written position

City Manager John Witzel briefed the council on a long‑running dispute with the neighboring city of Parker over maintenance responsibilities for Lewis Lane. Witzel said staff have met with Parker repeatedly and that recently Lucas sent a letter and map, based on actual annexations, clarifying the city's interpretation of where jurisdiction and maintenance responsibility lie. "We decided to send a letter to the city of Parker... basically, foregoing previous boundary agreements... that gives us a clear definition of what is what and who's is who's," Witzel said.

Council members voiced support for the approach of documenting Lucas' position and letting Parker's legal team respond, while noting the matter has persisted for years and that Lucas will not pay to pave portions that are not its responsibility. The council offered feedback but took no formal action beyond directing staff to await Parker's reply and evaluate any response on its merits.
