Development Services Director Hilburn presented a combined project to replace an 8‑inch asbestos waterline on Estates Road and to install a 12‑inch loop at the North Pump Station to improve reliability and reduce main failures. The project received nine bids ranging from $531,596 to $1,337,000; the median bid was $656,597 and the engineer's opinion of probable cost was $801,309.
Staff recommended awarding the contract to the lowest qualified bidder, S Co., Inc., with a bid of $531,596, and recommended a 10% contingency. The mayor moved to appropriate $584,007.57 from unrestricted water fund reserves to account FY24‑25 budget account 218210‑490.137, award the agreement to S Co., Inc. for an amount not to exceed $531,597 and encumber a 10% contingency totaling $53,160; a council member seconded and the motion carried with an "Aye" vote. The council approved the appropriation and contract authorization during its June 19 meeting.
