Palo Alto ARB unanimously forwards revised wireless review criteria to city council

The Palo Alto Architectural Review Board voted unanimously on Aug. 6 to forward revised objective design standards and a review process for tier 2 and tier 3 wireless communication facilities to the Planning & Transportation Commission and City Council.
Board members and staff spent the meeting reviewing a red-line draft of standards. Chair Adcock moved the motion after the board agreed to edits addressing school buffers, the residential “middle 50%” exclusion and equipment-shrouding language. The motion passed 5–0: "Motion carries 5 0." The board’s recommendation asks council to adopt the revised review criteria and process.
Why it matters: the standards are intended to create a predictable, objective review pathway so qualifying wireless projects can be processed at staff level while deviations would return to ARB for public review. Staff said the change is meant to strike a balance between faster deployment timelines and the board’s aesthetic oversight.
During debate the board clarified that if an installation meets the agreed objective standards it need not come to ARB; deviations or exceptions would be heard by the board. Staff explained the proposed package will next go to the Planning & Transportation Commission for review before council consideration.
