Swisher council approves initial sewer televising plan, considers using bond funds

At the Sept. 23 meeting Tim of HR Green presented a proposed sanitary‑sewer maintenance program that breaks Swisher into 10 regions on a 10‑year cycle. He told the council the city has roughly 33,000 linear feet of pipe of mixed age and construction and offered a planning estimate of about $4 per foot to televise lines to assess condition; the program’s rough annual baseline for work was estimated around $50,000, but those figures are preliminary pending actual televising results.
Council members discussed use of leftover roadway bond money to accelerate an initial round of work. Staff reported about $396,000 currently remains in the Division Street bond fund; council members noted bond proceeds must be spent by May 2025 and asked staff to time contracts and checks to allow that spending. The consultant recommended starting with televising (camera inspection) of Regions 1–4 so the city can assemble a prioritized repair plan and obtain refined cost estimates; the council moved, seconded and voted to seek proposals and proceed with televising for the first four regions. The motion carried.
What happens next: staff will solicit proposals for televising and return estimated repair costs so the council can decide whether to use bond proceeds to accelerate repairs or to phase work within the proposed 10‑year schedule.
