Council committee advances CB109 to expand Solid Waste Advisory Commission membership

The TIE committee voted 5-0 to report favorably on CB109-2024, which would change the Solid Waste Resource Management and Recycling Advisory Commission's membership from a fixed nine members to a range of no fewer than nine and no more than 15, to ease quorum issues and broaden participation.
Mister Battle presented CB109-2024 to modify SWAC's authorized membership from a fixed nine members to a range of no fewer than nine and no more than 15, arguing the change would allow the commission to grow without disrupting quorum. He said the vice chair would still be selected from names submitted by the council and that expanding membership was requested by the SWAC to increase capacity.
Two SWAC members testified in support. Mister Rush told the committee the advisory body needs more members and better messaging from the Department of the Environment. Dave Brosh, who identified himself as recently reappointed to the SWAC and chair of its Greenhouse Gas Committee, urged the committee to "please support and vote for AB 1 0 9 to allow the membership of our commission to be expanded from its current limit of 9 to as many as 15." Vice chair Harrison moved to report the bill favorably, the motion was seconded and the clerk called the roll; the committee recorded the motion as passed on a favorable recommendation by a 5-0 vote.
