Resident warns undersized culverts on Vicksburg Road are worsening flood risk; county floodplain coordinator outlines ordinance

At 11:00 a.m. on July 30 resident Debrann Palmer told the Commission that flooding along Vicksburg Road is caused by three undersized culverts, one under a state highway and two on private property. Palmer said the smaller culverts are insufficient to carry additional rainfall and are a public-safety concern.
Terri Jo Bennett, Upshur County Addressing and Mapping and Floodplain Manager, reviewed regulations contained within the Upshur County Floodplain Ordinance and explained the county's regulatory role; the Commission suggested that Palmer contact neighbors to try to resolve the issue on private property. No directive for county-funded remediation was recorded in the minutes.
