Administrator Worley said the city received tentative approval from the Oregon Department of Environmental Quality (DEQ) for a forgivable loan that would add a fourth lagoon project to the facilities plan, complete an emergency plan, and conduct a user-rates survey. Staff are gathering required documents for final agreement before presenting it to council.
Worley also said a public-records request for the grazing lease on the lagoon property returned no results; neither staff nor the lessee could locate the lease. Worley said staff will prepare a new lease agreement for council consideration.
