Hines reviews 2026–27 budget, notes grants and parks progress

Roxane Worley, city administrator and budget officer, presented the 2026–27 proposed budget and explained the Budget Committee’s responsibilities and the new reporting format. She told the committee the city had created a new budget department for events and special projects and that the MiWave franchise "has gone away," leaving Charter Communications as the cable franchise holder.
Worley said the city was awarded a Community Development Block Grant and an Oregon State Fire Marshal staffing grant totaling $35,000 and that she set a $5,000 placeholder for the golf course lease in the proposed figures while negotiations continue. She also reported parks work is about halfway through phase two and that contractual services such as copier and IT support are under new arrangements. The committee nominated Jon Morgan as budget chair; the nomination carried. The next budget hearing was scheduled for June 9, 2026, at 5:30 p.m.
