Lorain County commissioners allocate $300,000 to Soil & Water Conservation District to secure state match

The Lorain County Board of Commissioners voted unanimously April 30 to allocate $300,000 from the county general fund to the Lorain County Soil & Water Conservation District to serve as the local match required to receive state conservation funds. Commissioner Jeff Riddell moved the resolution; Commissioner Marty Gallagher seconded. The board recorded two ayes, no nays, and one excused absence for Commissioner David J. Moore.
KC Saunders told the commissioners the allocation has varied over the years but has been $300,000 for the last three years and "This money is used as their match for state funds and the deadline is today, April 30, 2026." Saunders framed the vote as a timely administrative step needed to meet the state deadline. Riddell said the allocation had been included in the county's 2026 budget and was not an increase to the general fund approved in December.
Carl Wesemeyer, vice-chairman of the Lorain County Soil & Water Conservation District, thanked the board and described how the funding supports the district's expanded staff. "The funding is very important for the District and with the expanded staff that helps Stormwater and Engineer with the ditch projects and agricultural related projects and appreciate your consideration," Wesemeyer said.
The resolution, recorded as Resolution No. 26-259, authorized payment of $300,000 from general fund account 1000.0000.100.142.01.7300.7308 (GF Allocations) to the Lorain Soil And Water Conservation District for 2026 and also authorized a reimbursement of $35,000 from Lorain County Stormwater to the Lorain County general fund. Commissioner Gallagher announced the meeting adjourned at 4:06 p.m.
The vote tally was listed in the journal entry as: Ayes — Riddell and Gallagher; Nays — none; Absent — Moore (excused). No amendments or further conditions were recorded in the journal.
