Commissioners authorize EMS survey contract and add $10,000 for revenue-cycle consultant

Austin Wingate, Grand County EMS chief, asked the board to authorize a DocuSign routing form and contract with Mobile Health Resources (doing business as EMS Survey Team) for patient satisfaction surveys budgeted in 2025. "Not to exceed $4,000 in 2025," Wingate said of the line item. Commissioners approved the survey services agreement and authorized the chair to sign applicable documents.
Wingate also requested a late budget addition of $10,000 to retain a revenue-cycle consultant after meeting with a specialist he said could help reduce roughly $3 million in annual adjustments and write-offs. He said recovering even a small percentage of write-offs would deliver a substantial return on investment and that the timing — with a new billing service transition and an anticipated personnel change — made it appropriate. Commissioners directed staff to add the consultant amount to EMS's 2025 budget and to return with recommendations if the consultant identifies revenue changes.
No immediate changes to projected revenue were made; staff said any revenue increases discovered by the consultant would be proposed as formal budget adjustments later.
