The Planning Commission recommended two amendments affecting accessory dwellings. First, TA 26‑04 adds a limited waiver from off‑street parking for accessory dwelling units where sufficient curb area exists to accommodate on‑street parking, aligning county practice with the state's ADU policy task force and HB 1466.
Second, TA 26‑14 replaces the measurement term 'gross floor area' with 'enclosed space' for residential and accessory structures so that garages (and other enclosed vehicle storage) count toward size limits, reducing the potential to convert garage space into additional living area that would otherwise bypass accessory-dwelling size caps. Staff clarified that a full-height basement would count if it meets building-code clearance; unfinished lower levels below the clearance threshold would not.
