Planning Commission finds FY2027 capital budget projects consistent with comprehensive plan

Danielle Russell, capital improvement projects and grants manager, asked the Planning Commission to review the FY2027 capital budget and the FY2027–2032 CIP for consistency with the 2019 Calvert County comprehensive plan. Russell said staff tracked 371 CIP projects and identified 81 projects that require Planning Commission review under the Land Use Article, Title 3 §3‑205.
Commissioners asked targeted questions. One commissioner flagged the Eastern Loop Road in Prince Frederick, noting project consistency with the comprehensive plan but that approval should not preclude future review once the road design is available; staff said design and site plans would still return for planning commission evaluation. Another commissioner asked why HVAC replacements appear as a separate $50,000 line for small facilities and whether that benchmark was set by the Division of General Services; staff said that number was derived by that division and could be discussed further.
Following questions, a motion to find that the FY2027 capital budget projects are consistent with the comprehensive plan carried on voice vote. Staff emphasized that this review does not approve detailed designs or site plans, which must follow regular planning approvals.
