Planning Commission recommends FY2027 Program Open Space package to Board of County Commissioners

Deputy Director Lydia Wells and Courtney Clark presented Calvert County’s FY2027 Program Open Space (POS) annual program and asked the Planning Commission to find the package consistent with the county comprehensive plan and the county LPPRP. The presentation summarized required state submissions under Maryland law, attached consistency documents, proposed acquisitions and development projects, and fiscal context.
Wells said the county projected approximately $1,874,806 in unencumbered POS funds and that the state had confirmed an FY2027 allocation of $606,282 for development, bringing anticipated development funding to just over $1.1 million. Staff identified county projects (restroom replacement at Dunkirk District Park; pathway, lighting and ADA improvements at Halloween Point Park; trail, stormwater and Rice House access improvements at Bisco Grama Heritage Farm) and municipal priorities (North Beach waterfront bike path and Chesapeake Beach longer‑term accumulation). Wells emphasized that inclusion in the annual program does not guarantee funding but preserves eligibility and that county staff will coordinate design and stormwater review with Public Works.
After commissioners asked questions about phased implementation, stormwater design criteria and budgeting, Commissioner (nominee) moved to find the FY2027 POS annual program consistent with the comprehensive plan and forward it to the Board of County Commissioners; the motion carried on voice vote.
Staff noted next steps: if the commission forwards the program, the BOCC will consider it and the final program will be submitted to the Maryland Department of Natural Resources by the June 30 deadline.
