Board approves CCAP dual-enrollment renewal for Court and Community Schools

Associate Superintendent Kris Shouse presented the College and Career Access Pathways (CCAP) Dual Enrollment Renewal Agreement for the Court and Community Schools and explained the agreement aligns with current practice and multiple partners. "Organizations such as Nova, JobTrain, and Fortitude are involved," Shouse told the Board, describing efforts to meet community-college credentialing so partner instructors can teach courses.

Board members asked detailed procedural questions about continuity of access, funding for materials, the advisory committee cadence and whether students released from custody can complete semesters. Shouse said technology-access issues at Hillcrest were addressed in one earlier instance by coordinating with the College of San Mateo to adjust a student’s final; generally, students "typically have daily access to technology on the school side," and when security restrictions arise staff may extend deadlines or allow make-up work. The agreement preserves that students who begin a community-college course while at Hillcrest may finish the course after release; Project Change and Project Lead cover costs for enrolled students and provide mentors and counselors.

Board Member Love asked whether the language signals new partners or current practice; Shouse confirmed it reflects current practice and allows multiple partners rather than exclusivity. Board Member Bonini asked about Gateway students not named in the agreement; Shouse explained Gateway runs on a different five-year cycle and was likely off-cycle for this contract period. After discussion, a motion by Board Member Love, seconded by Board Member Gerard, passed unanimously to approve the CCAP renewal agreement.

The decision keeps in place arrangements intended to let justice-involved students continue post-release community-college coursework without tuition or materials barriers while advisory committees continue quarterly review and coordination.
