Osman told council the purple markers on the plan indicate private lots that will be affected and said the city is requiring HDPA to perform outreach and place advanced signage at least two days in advance. "These road closures are closed for 3 hours," Osman said, adding staff asked HDPA to station volunteers at barricades so vehicles do not exit into areas with children and pedestrians. Council members asked about business impacts and implementation logistics; staff said they expect some complaints if vehicles become trapped but emphasized safety and outreach.
