The Utah State Tax Commission voted unanimously on Jan. 23 to recommend favorable positions on nine pieces of pending 2025 legislation. Commissioner Rebecca L. Rockwell moved the recommendation during the meeting; Commission Chair John L. Valentine then conducted a roll call vote that passed unanimously.
Rockwell presented a bundled motion asking the Commission to support bills including "HB 60 - State Income Tax Amendments," "HB 61 - Tax Withholding Amendments," "HB 62 - Property Tax Act Modifications," "HB 259 - Tax Commission Amendments," and sales-and-registration related measures such as "SB 40 - Sales and Use Tax Act Amendments," and "SB 52 - Vehicle Registration Modifications." She stated, "MOTION: Commissioner Rockwell moved that the Commission make a favorable recommendation on the following bills: 1. HB 60 - State Income Tax Amendments ... 9. SB 52 - Vehicle Registration Modifications." The motion passed unanimously.
The action establishes the Commission's formal positions to be communicated during the 2025 General Session. The Commission did not record amendments or split votes in the meeting minutes; Chair John L. Valentine took a roll call and the motion passed with unanimous support from the commissioners in attendance.
