Regional preapproved ADU plans to be offered free to homeowners, city says

Planning staff described a regional effort with Port Orchard, Bremerton, Bainbridge and Kitsap County to provide preapproved accessory dwelling unit (ADU) plan sets that homeowners can use to avoid paying for an architect for standard designs.
"So the program is that all of the cities... have partnered together to create 8 sets of preapproved accessory dwelling unit plans," planning staff Heather said. She explained the plans will be free to access (owners must still pay permit fees and any site-specific modifications) and that the units will range roughly from 400 to 1,000 square feet with passive-energy design elements. Staff said Kitsap Regional Coordinating Council approved a $50,000 rollover to support consultants and the pooled cost across jurisdictions is expected to be about $100,000.
Council members asked about minimum lot sizes; Heather said state law requires cities to allow up to two ADUs per lot and the program will not impose an acreage minimum, which council members said should reduce barriers to ADU construction.
