Staff presented the 2025–26 grand jury report titled "What are those extra charges on my property tax bill?" and said LAFCO is referenced in two findings and two recommendations related to County Service Area (CSA) 3. The grand jury highlighted concerns about transparency and governance where dependent special districts and CSA boundaries intersect with future housing growth.
Commissioner Kiriakou asked for clarification on a finding that "the majority of the new housing projected for the South County to meet the state's affordable housing requirements will be built in what is now CSA 3," asking whether the finding referred to parcels already inside CSA 3 or to projects outside the boundary that may be brought in later. Staff replied that some developments are already within CSA 3 and others lie just outside the boundary and may need services if they proceed; staff said LAFCO had been invited to provide a response but that the Board of Supervisors is required to reply and that LAFCO's response would be voluntary and due within 90 days if chosen.
After discussion, Commissioner Nelson moved, and Commissioner Kiriakou seconded, a motion that the commission express willingness to consult with the Board of Supervisors as needed; the motion passed unanimously. Staff and counsel will prepare any agreed draft responses or provide consultation if requested by the Board of Supervisors.
