Grand County Public Health signs MOUs for rapid STI screening and joins Nexplanon consignment program

Grand County Public Health Director Abby Baker asked the board to approve multiple public‑health agreements that expand local reproductive and communicable‑disease services.
Baker presented an MOU with the Colorado Department of Public Health & Environment to receive point‑of‑care test supplies for HIV, hepatitis C and syphilis, and a parallel MOU for confirmatory testing credits to be processed by the state at no cost to the county. "This agreement allows us ... to obtain supplies for the STI testing that we intend to start providing, free of charge at public health in January," Baker said.
Baker also recommended joining Theracom’s consignment program to provide Nexplanon contraceptive implants on a consignment basis (county pays only after implant insertion). She said donor funds will cover device costs so there should be no cost to recipients unless donor funds are exhausted. Commissioners approved the MOUs and authorized the chair to sign appropriate documents. Staff clarified whether each MOU required BOCC or Board of Health signature and confirmed the appropriate signature authority for each agreement.
The board also approved a consolidated motion covering 11 nurse‑consultant agreements with licensed childcare centers to provide nurse consultant services (no county fiscal obligation for the contracts themselves).
