FCPS to implement phased COMAR mentoring‑minute requirements in induction program
Summary
FCPS described the three‑year induction program and a phased rollout to meet new COMAR mentoring‑minute rules: first‑year teachers will receive about 400 mentoring minutes per term (1,600 in year one), with staged increases across subsequent years through 2029.

FCPS staff briefed the committee on changes to the comprehensive teacher induction program required by new COMAR regulations. The district supports new hires with site‑based instructional mentors, a three‑year structured program and MSDE credits; staff said the regulations now specify minimum mentoring minutes and require documentation.
Amy Struts said the district is phasing in the mentoring‑minute requirement, with first‑year teachers required to receive approximately 400 mentoring minutes per term (about 1,600 minutes in their first year) and stepped requirements for years two and three that will be fully phased in by 2029. "All of those teachers are required to have approximately 400 minutes of mentoring per term," Struts said, and FCPS will provide pathways and documentation to ensure compliance and credit accumulation for license renewal.
