Two nearly identical grievances (10401 and 10402) challenging agency workspace relocations were denied for hearing by the Employee-Management Committee on Oct. 17. Committee counsel and members discussed that, under NRS 284.020(2), agencies generally have authority to "manage the affairs of their business as they see fit, inclusive of office location," and that such relocation decisions ordinarily fall outside EMC review.
Member Doug Fromm moved to deny hearings for both grievances with language referencing NRS 284.020(2); Nora Johnson and counsel assisted in crafting the specific motion language. The motions carried by voice vote. Sandie Geyer noted some factual complexities in the packets and confidentiality issues but agreed the statutory authority rationale supported denial of hearing.
