The Employee-Management Committee voted to place grievance 10235, filed by John Creelman (Dept. of Public Safety) for denial of an NPD-4 compensation increase, on the next available EMC agenda and to require a 60-day status check regarding a governor's memorandum on NPD-4s. DHRM deputy Brian O'Callaghan said the memo that prompted the issue appeared to date to early 2023 but he did not have a written copy available that morning.
Committee members and counsel debated the EMC's ability to redress the grievance; Deputy Attorney General Jordan Laub recommended moving substantive rule adoption to after hearings and suggested a status check to ensure the matter did not languish. Member Sandie Geyer proposed the 60-day status check; the motion to move the grievance to the next available meeting with a 60-day check carried by voice vote.
