EMC adopts Language Access Plan to provide interpreters for limited-English participants

The Employee-Management Committee voted Oct. 17 to adopt a Language Access Plan that mirrors the Division of Human Resource Management plan and implements requirements under NRS 232.0081 and Title VI. Nora Johnson said the plan makes clear "it is the responsibility of the EMC to provide translators or interpreters for individuals with limited English proficiency and the EMC bears the cost of those services."
Presenters said services will be provided either through a state bilingual contact list of employees with language skills or through statewide contracted vendors, including sign-language interpreters. Committee members asked whether substantive decisions and correspondence would be translated into the participant's language; DHRM staff said the plan will be posted publicly and staff will assist participants on request to secure translated or interpreted materials where needed. Member Ava Case moved to adopt the plan; the motion carried by voice vote.
