Phillips told the board her program is fully enrolled and maintains a wait list, and that increasing capacity would allow current families to keep siblings together. "Increasing capacity would allow us to better meet the needs of families in the surrounding community who are actively searching for reliable childcare options," she said.
Permit reviewer Libby Mills told the board Phillips met parking and classroom requirements for the requested capacity but reminded the board that if the provider sought 20 or more children a site plan would be required. The board read conditions into the motion—parking extension/delineation, fire‑marshal and DOE licensing signoffs, limiting the exception to 19 children and to this property—and approved the request.
