Board receives Valera Aviation strategic business plan; commissioners question value and further spending

Staff said the plan could be discussed further in a planned workshop and that no action was required at this time.
No vote to approve expenditures was taken; the plan was received for the record and will be used as input for future discussions and an October workshop.
