Town says DEC wants ownership, design and impact details before Swan Bay culvert can move forward

He warned the board that the agencies are unlikely to issue a blanket permit without detailed design and impact information.
Board members and residents pressed for clarity on hydraulic design, historical maps, and whether grant work should proceed before permitability is established. Resident Judy Eaves asked how the culvert size would be confirmed and whether the application included adequate hydraulic design. Gaffney said that while there may be grant programs (water quality funds, Army Corps restoration money) that could help, the threshold question is whether the agencies will allow the work; the town will meet them next week to learn whether the project is permittable before investing more in studies.
